There are countries that are surrounded by coast and continue to burn fuel thermoelectric, or want to take the risk of nuclear energy without the culture of management. Perhaps the world don't need cut the Brazil Amazon forest to plant corn and turn it into ethanol.  The crisis is political, not ecological.
